The Project of this Barracks dates from 1774 and experts agree in attributing it to Juan de Villanueva. Since its construction, its original architectural characteristics have been maintained with slight changes.

The building has a rectangular floor plan, originally detached and currently joined to the market. The exterior image presents a typology similar to that of the Monastery and Trade Houses, with smooth granite ashlar walls, a cornice of the same material, and a slate mansard roof. Inside, the staircase and the predominance of vaulted spaces stand out.

Shortly after its completion, the use of Cuartel and Cárcel began to overlap. From 1887, its function was limited to that of the District Prison. In 1972, the City Council transferred the building to the General Treasury of Social Security, and the «Hogar del Pensionista» was established. Subsequently, a restoration was carried out with great respect for its structure.

An agreement has currently been signed with the Complutense University of Madrid, making it a permanent headquarters for the educational institution for 25 years, and the university will also create the Chair of Sustainable Tourism Development. Likewise, the entity will maintain the legacy of Luis Cervera Vera, architect and historian, on display. It is also a place for the use and enjoyment of the residents of San Lorenzo.
